Some folks over in the Heartland, around Cedar Rapids, Iowa, were planning to dump tea into the Cedar River in a tax protest. That won't happen because state officials have classed tea as a "pollutant".
Tea, although natural and quite tasty, is considered a pollutant that can’t go into a body of water without a permit, said Mike Wade, a senior environmental specialist at the DNR’s Manchester field office.
“Discoloration is considered a violation,” Wade said.
Obviously, the folks behind the Cedar Rapids Tea Party are unclear on the concepts of oppressive government and protest.

The Boston Tea Party was a protest against the removal of a tariff, i.e. a tax cut.
And, gee, the stimulus bill contains tax cuts. Most, if not all, of the BARCO (BLogging Alliance of Really Conservative Oregonians) Loungers will benefit from the tax cuts.
And probably most of you did better economically under Bill Clinton than you did under George Bush (either one, but particularly Bush II). Median incomes rose substantially under Clinton, they fell under Bush. The stock market rose substantially under Clinton, they fell under Bush.

You might want to stick to the topic, rather than trying to wander off. Note that I mentioned that the Tea Party was planned as a protest; I did not address tax cuts nor tax enhancement. What I did address was an agency's declaration that discoloration=pollution.
Presumably, this applies as well to the dye that other agencies inject in order to detect sewer leaks.
