That should be easy to meet.

And even if it does overrun to a hundred thousand or two, well, Portland has ever so much in the reserve account.....

I liked that cute little $0.00 estimate as well. A project like this would likely run into the half-million dollar range, because structural reinforcements have to occur in order to do something like this.

That $0.00 figure is basically the Portland City Council telling contractors that they want it done for free, in exchange for "exposure". Personally, I doubt that anybody would go for that.

Multnomah County put an "ecoroof" on their building, but that was done as part of a PSU "study" - meaning that it was paid for largely with federal and grant funds. Your tax dollars, just differently allocated.

The Portland pervs want to re-do their city hall roof so that they can demonstrate how "green" they are. Heck, they have a few areas designated up there as "urban gardens". Golly, it wasn't all that long ago that we were being warned about the dangers of growing food in areas close to high-traffic.

Portland gridlocks the city, causing more emissions, and wants to plant "urban gardens" in the very same place. I'd have more to say on that, but the streetcar has finally passed, so I can actually get on with driving, now.
