You can't make this stuff up: a guy walks into his bathroom, turns on the water, then keels over, dead. Nobody finds him for three weeks.
No worries; the city billed his estate for $600 in water usage. According to the services director, policy is policy and the bill needs to be paid.
Randy Leonard, who runs the City of Portland water bureau and is known for his hot temper and general inflexibility, would be proud.
