This is the story. Break the dam, loose a hundred years of silt build-up and send the flotsam downstream into the Columbia.
The word "Duh!", comes to mind.

As Inno noted, redistribution even works on dirt.
And after another hundred years or so, most of the crap will have been flushed into the ocean. That counts as "green" in any bureaucrat's book.
