After a quarter of a century, the U.S. Fish and Wildlife Service has abandoned a failed program. Two and a half decades of relocating sea otters from a declared "otter free zone" have demonstrated conclusively - even to the federal agency's exacting standards - that sea otters can swim. Relocation efforts have therefore proven futile.
