The State of Oregon may be broke, but that hasn't stopped them from installing "free" rapid-charging stations for electric cars up and down their portion of the West Coast Electric Highway, otherwise known as Interstate 5. A lot of folks hate the idea of spending north of a billion dollars just to build the loot rail line, but this kind of approach seems counterproductive.
