The latest target of Kim Jong's ire is the sole ally the country has: China. The Korean Central News Agency didn't call the country out by name, but it didn't need to. As mentioned here previously, China is not accepting imports of coal from North Korea, at least for the remainder of the year, and it appears that they've also begun curbing exports into NorK.
According to the KCNA report, the unnamed country “has unhesitatingly taken inhumane steps such as totally blocking foreign trade related to the improvement of people’s living standard under the plea of the U.N. ‘resolutions on sanctions’ devoid of legal ground.”
Meanwhile, they vow to continue their nuke and missile programs in continuance of their relentless battle with the ocean. One might think it a bad idea to antagonize one's only significant trading partner, but apparently one would be wrong.
