Naturally, they need a bunch of money to fix what has been apparent for decades due to their almost unbelievable level of mismanagement. This is an agency that spent millions of dollars to construct bridges in an active landslide on highway 20, then millions more deconstructing those very bridges because they couldn't be safely used.
