Pay-as-you-throw, or the practice of charging you by how much and what sort of rubbish you toss out is dead certain to becoming to the European city of Portland, and likely sooner rather than later.
In Britain, the mandate comes as a response to the threat of massive fines to be levied by the EU if Britain doesn't reduce its landfill waste by two-thirds within the EU timeframe. This is yet another reason why the USA should not consider forming nor joining a North American Union. We tend, after all, to solve problems on our own - and we certainly don't need any "help" from Mexico in this regard.
In Portland, however, what with folks like the Portland City Council and the Metropolitan Service District running the show, it's a sure bet that the Eurocentric dorks will clap their hands and rush to impose similar restrictions on you. Because, you know, it works so well in Europe.
As Waste Minister (they have those over there) Joan Ruddock mentioned as she dismissed Conservative accusations that the government was confused:
"We all know we can't go on putting rubbish in holes in the ground. We need to find new ways and these sorts of schemes and incentives may be part of that," she said.
Schemes is an appropriate term.
