Although New York City and Portland Oregon have exemptions to federal requirements that water reservoirs be covered, the Portland City Council have friends who need to be paid off, so Councilor Randy Leonard is funneling $138 million into construction of an unnecessary 50 million dollar buried reservoir. And an Interpretive Center! And a new house! It's wonderful to see our money put to such good use.
Fortunately, he has a plan: he's hoping that some independent contractors can peddle some potties! Why, they already sold one to Victoria, B.C., and Randy's hoping to roll up deals in New York and San Diego - though he may need professional help. Many long-term observers of his antics have been convinced for some time that indeed, professional help may be in order.
