Japan's government has a bill in the works which would mandate safety lessons for "rogue bicycle riders". It's something that Oregon should consider, as well.
Under the planned new rules, bicycle riders who have seriously violated traffic rules at least two times may be required, subject to public safety commissions' discretion, to take safety lessons. If they refuse, a fine of up to 50,000 yen will be imposed.
Ignoring traffic control devices and drunk riding are two of the targeted offenses. And the rule carries a real bite: the fine amounts to about $530.
