Ah. It appears that they weren't talking about John Kitzhaber, Sam Adams, and the other various and sundry Democrat politicians from Portland, Oregon. Though at first glance, the headline seemed to indicate their involvement. Certainly, the behavior is similar. But upon closer examination, it's just another "conservation program" gone horribly wrong.
The birds are evidently smarter than the conservation managers, and they reproduce like Democratics.
