According to a lengthy article in today's The Oregonian, Streetcar Charlie had for weeks begun to doubt that he could campaign for re-election as mayor of Portland and effectively govern at the same time. This seems especially odd due to the fact that he has yet to govern effectively in the first place.
Apparently they were unable to come up with a suitably scary Halloween story, so they wrote about Streetcar Charlie.
